The vision 2020 highlights the resolve of the government of Rwanda to chart the course towards transition towards a democratic and united country. Attainment of a middle-income status driven by knowledge is a key component of this vision. It is hoped that this would translate into better living standards for Rwandans in all spheres of life. This vision is backed by six pillars including; good governance and an efficient State, skilled human capital, vibrant private sector, world-class physical infrastructure and modern agriculture and livestock. These pillars are geared towards success in national, regional and global markets.

The EDPRS II follows from the achievements of EDPRS I. It seeks to address the challenges still militating against achieving the visions of the country as enshrined in the vision 2020. This phase aims to ensure the private sector takes a driving seat in the goal of poverty reduction and economic development.

This policy strives to provide principles, guidelines, rules, and rationale for implementing the RBM strategy in Rwanda. The policy identifies past efforts aimed at performance management, prominent among which is the Imihigo; “a performance-based and accountability mechanism”. However, this present policy focuses on digging deeper and driving the performance of public officials to ensure the targets of its visions and goals are accomplished as at when due.

The SMART Rwanda masterplan is to serve as the backbone for the transformation agenda of the government. It sets out as a guide in the country’s quest for transformation of the society through “efficient processes, systems, and infrastructure”. It ultimately seeks to deliver the following dividends upon expiration; 24-hour self-service government by 2018, cashless and paperless government, significant contribution to the country’s GDP, creation of jobs through direct investment based on the masterplan, etc.

This strategy marks the government of Rwanda’s Medium-term strategy for economic growth, poverty reduction, and human development. The strategy recognizes the long, and necessary path Rwanda has toured since the aftermath of the genocidal activities of 1994. It notes the relative stability it has attained since it started its recovery process. The EDPRS contains strategies and targets at consolidating achievements in human development. Floating of flagship program towards poverty reduction, good governance, and sustainable growth is also chiefly contained in this document.

The national strategy for transformation represents the 7-year government program in Rwanda as the government transitions from its vision 2020 to the new vision 2050. It is expected that this transformation strategy will serve as a foundation on which other relevant policies will rally around to ensure high living standards for the people of Rwanda. It seeks to consolidate the achievements of EDPRS II and become the implementation tool for the remainder of vision 2020 as well as chart the course for the first four years of vision 2050.
