The Eighth National Development Plan (8NDP) outlines Zambia’s developmental priorities and implementation strategies for 2022 to 2026, succeeding the Seventh National Development Plan (7NDP) in the nation’s journey towards achieving the Vision 2030 of becoming a prosperous middle-income country. Acting as a pivotal step towards this vision, the 8NDP aligns with international and regional commitments such as the Sustainable Development Goals (SDGs), Africa Union Agenda 2063, SADC Regional Indicative Strategic Development Plan (RISDP), and COMESA protocols. Formulated amidst challenges exacerbated by the COVID-19 pandemic, the plan addresses persistent socio-economic issues like low economic diversification, high youth unemployment, poverty, inequality, slow decentralization, and inadequate access to social services. To overcome these challenges and realize the Vision 2030, the 8NDP introduces strategic interventions focused on Economic Transformation and Job Creation, Human and Social Development, Environmental Sustainability, and Good Governance Environment.

The Plan seeks to re-launch the economy on a path of sustained economic growth, while stabilizing the monetary, external, and fiscal environments. The recovery programme also contains policy measures to mitigate the socio-economic effects of the COVID-19 pandemic.

The objectives of this policy are to strengthen macroeconomic stability, characterised by low and stable inflation, as well as exchange rate stability; achieve and sustain inclusive and equitable Real GDP growth; and promote good governance and corporate social investment.

The main goal of this plan is to transform the economy, reduce poverty, create jobs, maintain macro economic stability and restore the economy’s capacity to produce goods and services competitively.

Zimbabwe Vision 2030 seeks to fundamentally transform Zimbabwe into an upper-middle-income economy, with a per capita Gross National Income of over US$5000 in real terms by 2030, from the current US$1 440.

The National Development Plan is a broad strategic framework. It sets out a coherent and holistic approach to confronting poverty and inequality based on six focused and interlinked priorities that include uniting South Africans around a common programmme, building capabilities, faster and more inclusive economic growth, citizens active in their own development, a capable and developmental state and leadership and responsibility throughout society.

The four-year Zanzibar Strategy for Growth and Reduction of Poverty presents the political situation of Zanzibar. It outlines the achievements and challenges emanating from the implementation of the Zanzibar Poverty Reduction Plan and justifies reviewing it. This national development plan has three principal objectives: achieving quality and good life for all; good governance and the rule of law; and building a strong and resilient economy that can effectively withstand global competition. These objectives cover both economic and social issues such as education, health, the environment and increasing involvement of the people in working for their development. The thrust of these objectives is to attain sustainable development of the people.

Zanzibar Poverty Reduction Plan (ZPRP) provides measures to decrease both income and non-poverty, to increase access to social services, to enhance the survival and well-being of the population and to contain the extreme vulnerability. The plan acknowledges the complexities accompanying the influx of population in a country. It points to influxes influenced by wars, social conflicts, and the various forms of natural calamities. It serves as a guideline for effective management of population influx and its accompanying issues to ensure the safety of both the host communities and migrating population.

The contingency plan relates to the western part of Rwanda mostly and Rwanda generally. The western part sits close to a region prone to eruption from two active volcanoes. It notes the eruption of one of the volcanoes in 2002, which although did not elicit lava flow into Rwanda, led to the influx of people into Rwanda. The plan thus seeks to beef up Rwanda’s preparedness and response systems towards any future occurrence. It clearly spells out the roles and responsibilities of stakeholders if such need arises.
