This Bill seeks to amend the School Year (Variation) Act CAP. S2 LFN to ensure compliance with the Principal Act that streamlines School Year for Schools and Colleges in Nigeria.

This is an Act to set up the National Universities Commission as a body corporate responsible for advising the Federal and state governments of all aspects of university education and the general development of universities in Nigeria.

The Decree sets up the Joint Admissions and Matriculation Board to administer a centralized admissions system for all Nigerian universities. The Board would be solely responsible for the conduct of matriculation examinations for admission into the universities concerning undergraduate and – to non-degree courses but each institution of higher learning would be left with responsibility for matters relating to post-graduate admissions.

This is an Act to establish the National Teachers’ Institute to be managed by a National Teachers’ Institute Council and to be responsible for the organization of programmes for the training, development, upgrading and certification of teachers and to provide for other matters related thereto.

The Decree dissolves both the existing Council of the University of Benin and the existing Management Board of the Teaching Hospitals of that university and establishes a provisional council as the overall governing body for the university and the university teaching hospital, Warri, as a follow-up to their recent take-over by the Federal Government.

The Decree repeals Part III of the University of Benin Edict 1975 and makes new provisions for the continuing in being of that institution including the establishment of a new Management Board for the running of the affairs of the teaching hospital.

This Decree authorizes the permanent secretary charged with the responsibility for town planning in Lagos to direct the Lagos Executive Development Board to prepare a master plan with the general objective of securing the development of the city of Lagos under recognized principles of town planning.
