The primary objective of these policy guidelines is to provide standardized guidance to HCT service providers and to ensure universal high-quality HCT services in South Africa.

This policy aims to guide the public service on the prevention programs and strategies for HIV&AIDS; to provide treatment, care, and support; to manage human, legal rights, and access to justice; and to monitor, research, and surveillance of HIV and Tuberculosis in South Africa.
