The plan provides for the goals of vocational training and education in the country. It provides a framework for vocational activities carried out.

This policy was based on the framework of the revised National Policy on Education (RNPE) government white paper NO. 2 of 1994. This policy focuses on the problems and needs of early childhood care and education programmes and seeks to create an environment in which services of high quality would develop.

The plan seeks to channel the education sector towards the fulfilment of goals identified in the Revised National Policy on Education (RNPE), the National Development Plan, Vision 2016 and as well as the Millennium Development Goals.
