This Act provides rules for the manufacture, importation, exportation, distribution and advertisement of food and drugs. It also grants power to the Minister to set up the Food and Drugs Advisory Council and to make regulations for carrying out the purposes and provisions of this Act. No person shall sell, import, manufacture or store any article of food which: (a) has in it or upon it any poisonous or harmful substance not being a food additive or contaminant of a type and within the level permitted by regulations made under this Act; (b) is unfit for human consumption; or (c) consists in whole or in part of any filthy, disgusting, rotten or diseased substance; (d) adulterated; (e) stored under unsanitary conditions. The Minister may, on the recommendation of the Food and Drugs Advisory Council, and subject to the provisions of this section, designate: (a) a food and drug analyst; or (b) a drug analyst; or (c) a food and drug inspection officer. The Act also specifies the power of inspecting officers on importation of food, etc.

The Interim guidelines and standards cover the six areas of environmental pollution control are developed by The Federal Environmental Protection Agency (FEPA). These guidelines and standards on environmental pollution control include: (i)effluent limitations (ii) water quality for industrial water uses at point of in-take (iii) industrial emission limitations (iv) noise exposure limitations (v) management of solid and hazardous wastes (vi) pollution abatement in industries

This is an Act to make provisions for the registration of veterinary surgeons and matters connected therewith. It provides for the control of the practice of veterinary and this and other purposes establishes the Veterinary Council of Nigeria, the Veterinary Surgeons’ disciplinary tribunal and the Veterinary Surgeons investigating panel. The Council, which shall be a body corporate, shall be charged with, among other things: determining qualification requirements for registration as a veterinary surgeon under this Act; securing the establishment and maintenance of a register of persons registered under this Act as veterinary surgeons. The Minister may give directions to the council. The Act also defines penalties for unprofessional conduct.

These rules, made under section 34 of cap. 210, 1958 laws and continued under the Veterinary Surgeon’s Act, concerning the election of members of The Veterinary Council. It emphasizes that no person other than a registered veterinary surgeon shall propose or second a nomination. All voting papers, whether valid or rejected, shall be retained in safe custody by the scrutineers until the council directs their destruction. Any person nominated as a candidate for election who is dissatisfied with the conduct of an election may lodge a complaint in writing with the registrar.

The document provides rules on Veterinary Surgeons Disciplinary Tribunal. It emphasizes that whenever any case of professional misconduct against a veterinary surgeon is referred to the tribunal by the panel, such a case shall be heard by a division of not more than five members comprising fully registered veterinary surgeons appointed by The Veterinary Council of Nigeria of whom at least two shall be elected members of The Council and that the president of The Council, or in his absence anyone appointed in that behalf, shall be the chairman of The Tribunal.

These regulations shall apply to the labelling of food additives sold as such whether by retail or other than by retail, including sales to caterers and food manufacturers. The regulations also apply to food processing aids and any reference to food additives shall include food processing aids.

These regulations apply to all milk and dairy products manufactured, imported, exported, advertised, sold distributed or used in Nigeria. It emphasizes that no milk or dairy products shall be manufactured, imported, exported, advertised, sold or distributed in Nigeria unless it has been registered under the provisions of these regulations.

This National Policy on Food Safety And Implementation Strategy (NPFSIS) is developed to meet the needs of the country in adopting and implementing a modern and effective national food safety system. It is outlined in four chapters: chapter one describes the policy framework which includes the background, food safety overview, the existing regulatory framework, and public establishments and their mandates. It also covers the scope and rationale for the policy; chapter two addresses the institutional arrangement needed for the efficient implementation of the national policy on food safety and its implementation strategy; chapter three describes the implementation strategies of the policy which includes the goals, objectives, strategies and activities; chapter four describes the framework for the effective monitoring and evaluation of food safety along the food chain (farm-to-table). Some of its objectives are to promote the adoption of appropriate protocols for the use and handling of food additives, processing aids, agrochemicals, feeds and veterinary drugs in-line with international best practices, enhance foodborne illnesses surveillance and response etc.

The primary objective of the National Plan of Action on Food and Nutrition (NPAN) is to translate the goals, objectives, and strategies articulated in the NPFN into implementable activities and projects. The objectives of this plan include improving food production, availability, and access to high-quality foods to meet the needs of the whole population, developing an effective monitoring system to enforce appropriate food laws for effective inspection and compliance and protecting the consumers through improved food quality and safety. This will be achieved in the context of implementing as vigorously as possible, projects and activities that will improve the nutritional status of all Nigerians with particular emphasis on the most vulnerable groups (children, women, and the elderly).

These regulations apply to any salt used as an ingredient of food for direct use by consumers and food manufacturers or as a carrier of food additives and nutrients and shall, meet the standard requirement for food grade salt as set out in these regulations. It emphasizes that no person shall manufacture, import, export, distribute, sell, or advertise in Nigeria any salt for human consumption unless it has been registered under the provisions of these regulations.

This Act establishes the National Biosafety Management Agency charged with the responsibility for providing the regulatory framework, the institutional and administrative mechanism for safety measures in the application of modern biotechnology in Nigeria with the view to preventing any adverse effect on human health, animals, plants and environment.

These regulations apply to the use of non-nutritive sweeteners in drug products that are manufactured, imported, exported, advertised, sold, distributed or used in Nigeria.

This is an Act to amend the Veterinary Surgeons Act Cap. V3, Laws of the Federation of Nigeria, 2004 to reduce the membership of the Veterinary Council; and for related matters.

The overall goal of the national policy on infant and young child feeding in Nigeria is to ensure the optimal growth, protection and development of the Nigerian child from birth to the first five years of life. The objectives include protecting, promoting and supporting exclusive breastfeeding in the first six months of life, creating and sustaining a positive image for breastfeeding throughout the society, empowering all women (including women who work outside their homes) to adopt and practice optimal infant feeding, develop and promote and support adequate infant and young child feeding practices etc.

The goal of the National Policy on the Environment is to ensure environmental protection and the conservation of natural resources for sustainable development. Its strategic objective is to coordinate environmental protection and natural resources conservation for sustainable development. To achieve this this goal, the strategies outlined in this document will be followed. It includes securing a quality of environment adequate for good health and well-being, promoting sustainable use of natural resources and the restoration and maintenance of the biological diversity of ecosystems, promoting an understanding of the essential linkages between the environment, social and economic development issues and raising public awareness and engendering a national culture of environmental preservation.

These regulations apply to all fortified foods manufactured, imported, exported, distributed, advertised, sold or used in Nigeria. The document emphasizes that no person can sell or advertise any food that is represented on the label to the general public as fortified with vitamins and minerals unless it is registered with the Agency, manufacture, import, export, advertise, sell, distribute, store or use any fortified food as treatment, preventive or curative for any of the diseases, disorders or abnormal physical states specified in schedule I to these regulations, sell or advertise any food to the general public as fortified with vitamins and minerals referred to in these regulations, if the Nutrient Reference Value (NRV) intake of that food by a person will result in the NRV by such a person of more than the number of vitamins and mineral nutrients specified in schedule II of these regulations and no food product for global listing for supermarket Items and Restaurant Operators, shall be allowed unless it complies with the provisions of these regulations or as prescribed by the Agency. The Nutrient Reference Values are covered in schedule II.

These regulations apply to all advertisements or promotion of herbal medicine and related product manufactured, imported, exported, distributed, advertised, sold, or used in Nigeria. The document emphasizes that no person shall advertise any herbal medicines and related products unless it has been registered by the Agency, herbal medicines and related products unless the advertisement has the approval of the Agency, extemporaneous herbal medicines and related products and herbal medicines and related products as a cure, prevention, treatment for any disease conditions listed in schedule 1 of this document or as may be prescribed by the agency.

These Regulations shall apply to the labelling of all pre-packaged food (including water and ice) to be offered as such to consumers. It emphasizes that no person shall manufacture, import, export, distribute, advertise, sell or use a pre-packaged food unless it is labelled under the provisions of these Regulations. Persons shall not manufacture, import, export, distribute, advertise, sell or use food whose expiry date has lapsed, and also make advertisement claims or professional association endorsement on a food product label unless authorized by the Agency.

This document provides for the Installation of anti‐pollution equipment, Wastewater parameters, treatment of effluent, and additional sectorial effluent limitation treatment. The first schedule outlines the important wastewater parameters for selected industrial classifications. The second schedule covers the Effluent limitation guidelines in Nigeria for all categories of industries.

These regulations shall apply to all labelling of complementary and alternative medicine manufactured, imported, exported, distributed, advertised, displayed for sale or used in Nigeria. The document emphasizes that no person shall manufacture, import, export, distribute, advertise or sell any complementary and alternative medicine unless it is labelled under the provision of these regulations.
