The plan builds on the achievements of the first and the second plans and focuses on some key national development enablers which include: infrastructure, information and communication technology, science technology and Innovation, public sector reforms, labor and employment, ending drought and security etc. The medium-term plan III also targets to increase GDP growth rate from 5.5 % in 2013-2017 to 5.9% in 2018/2019 and later increase it by 7% annually till the end of medium-term plan III.

The medium-term Plan (2008-2012) is the first in a series of successive five-year medium-term plans which will implement the Kenya vision 2030. The medium-term plan identifies the key policy actions to implement from 2008 – 2012 to achieve the economic targets of increasing GDP growth from 7% in 2007 to an estimated 7.9-8.7% by 2009-2010 and 10% by 2012 and also to increase the investment levels at high rate to enhance economic growth and create employment.
It focuses on implementing the flagship projects of Vision 2030 in the six economic sectors: tourism, agriculture, energy, information & communications technology, business process outsourcing, education, and health.
