An Act to regulate the safe and healthy sale of food, drugs and other related matters.

The Breastfeeding Promotion Regulation prohibits the sale, promotion and distribution of free samples of designated products to health care personnel and health care facilities. The document defines designated products as: “infant and follow-up formula, feeding bottle, teat, pacifiers, and any product that is marketed as suitable for feeding infants up to six months of age”. The regulation also prohibits manufacturers of designated products from sponsoring the attendance of health personnel to a conference. Manufacturers of non-designated products, however, can distribute educational materials on feeding infants and the young once the materials have been screened and approved by the Food and Drugs Board.

The Act establishes the Centre for Scientific Research into Plant Medicine with the functions to conduct research related to improvement of plant medicine, ensure the purity of drugs from plant extract, and establish botanical gardens for medicinal plants, among others.

The Act establishes a council responsible for regulating the practice of traditional medicine in Ghana, including licensing, establishment of standards of practice, code of ethics, and sale.

The policy replaces all other related uncoordinated policies and programmes of other Ministries. It includes strategies drawn up to improve general healthcare quality along the lines of healthcare resources provision, improved personnel development, and effective efforts towards quality assurance.

The Act addresses health issues relating to: the protection of public health in Ghana, environmental sanitation, provisions on diseases of a communicable nature, food vending and food-borne diseases. The act also contains prohibitions to noxious or offensive practices that may cause damage to the lands, crops, cattle, or goods of the public or water pollution.

This strategy provides a framework for the design and rollout of e-health in Ghana’s health sector. It highlights the challenges mitigating against the attainment of the set MDG goals. The strategy strives to solve Ghana’s country-specific problem of lack of resources to roll out interventions and poor funding of the health sector.

To further drive the health sector towards the attainment of the MDGs, the Medium-Term Development Plan identifies key priorities of the government with regards to accelerating program implementation towards attaining equitable universal health coverage. This policy aims to attain a drastic shift in the paradigm of health service provision in Ghanaian communities. It intends to deliver community-level services by engaging community members to recognize their role as primary producers of health. Along with the national strategic plan, the operational policy is to provide guidance and direction for implementing the CHPS.
