An Act to provide for the control and management of public resources and the protection and recovery thereof; to provide for the appointment, powers and duties of the Accountant-General and his or her staff; to provide for the national budget; to provide for the preparation of financial statements; to provide for the regulation and control of public entities; 5 to provide for general treasury matters; to provide for the examination and audit of public accounts; to provide for matters about financial misconduct of public officials; to repeal the Audit and Exchequer Act [Chapter 22:03] and the State Loans and Guarantees Act [Chapter 22:13], and to provide for matters connected with or incidental to the foregoing.

This budget places emphasis on reviving key sectors of the economy through the promotion of production-oriented investment and productivity, without losing focus on fiscal responsibility.

Zim Asset is a cluster-based Plan, reflecting the strong need to fully exploit the internal relationships and linkages that exist between the various facets of the economy. The primary objective of the 2019 Budget is to stabilise the economy by targeting the fiscal and current account twin deficits which have become major sources of overall economic vulnerabilities including inflation, sharp rise in indebtedness, accumulation of arrears and foreign currency shortages.
