The regulations operate under the electricity regulation act of 2006. It stipulates that: “any licensee who requires the State to expropriate land on its behalf, or any right in,
over, or in respect of the land as enshrined in the electricity regulation act, must comply with sub regulations (3) and (4), and apply in writing to the Minister of Public Works to do so in the manner prescribed in sub regulations (2) and (6)”.
