The transitional government of Ethiopia recognizes the need to facilitate private sector participation in the capital formation, technology acquisition, and marketing of minerals. This is to drive the contribution of the sector to economic development, and the benefit of the populace. The Proclamation applies to and governs the conduct of all mining operations and related activities within the territory of Ethiopia. It details mining rights, pre-development rights, discovery, and development rights, among other key frontiers.
