The objective of this methodology for estimated billing is to provide objectives for the standardization of the methods used by distribution companies (DISCOs) to estimate a customer’s power usage and accruing bills especially in instances where the DISCOs is unable to read the customer’s bill within a billing period for one reason or the other. This methodology also provides for the standardization of the indices to be considered by distribution companies in estimating the power usage of a customer connected to the electricity system without a meter. Chapter 2 emphasizes that distribution companies shall endeavour to obtain an actual reading of all meters, routine recording electricity usage at all supply addresses within their areas of operations meter reading every month, or at such other intervals as may be approved by the Commission.
