The regulation of the minister enables the implementation of emergency suspension of abalone Haliotis fishery, and promote the recovery and rebuilding of the wild abalone resource. People who undertake scientific research, white-shark cage diving, commercial kelp harvesting, sea ranching, salvage operations, and maintenance of legal underwater infrastructure must apply to the Minister for a permit.
