The regulations make provisions for a general prohibition on the recreational use of vehicles in the coastal zone; identify procedures for approving the use of vehicles in the coastal zone under specific circumstances; and stipulate measures for the enforcement of these regulations and prescribe penalties in respect of contraventions. Persons who use vehicles within the coastal zones must ensure usage does not cause harm to the environment; and in cases where harm is authorised or unavoidable, must be minimized.
