This Poverty and Human Development Report 2005 is the third in a series produced by the Research and Analysis Working Group of the Government of Tanzania’s Poverty Monitoring System. This monitoring system aims to provide timely, reliable information about poverty levels and trends and the results of analyses of data concerning poverty in Tanzania. This is the first report of the Research and Analysis Working Group since the start of the new National Strategy for Growth and Reduction of Poverty (NSGRP), which translates into “Mkakati wa Kukuza Uchumi na Kupunguza Umasikini Tanzania (MKUKUTA)”.

An Act to repeal and replace the Fisheries Act, 1970, to make provision for sustainable development, protection, conservation, aquaculture development, regulation and control of fish, fish products, aquatic flora and its products and related matters.

The major objectives of this policy are to achieve increased enrolments, equitable access, quality improvements, the expansion and optimum utilisation of facilities, and operational efficiency throughout the system.

The purpose of this review is to update the previous PRS by making it more comprehensive and pro-poor. Also, the review aims to broaden and deepen interventions to reduce poverty and raise awareness on the PRS and MDGs.

This Plan outlines the framework for achieving greater access to secondary education while simultaneously tackling equity, retention, quality and management issues. Secondary Education Development Plan also addresses the Government’s policy on decentralization of the management of the delivery of social services, including education and focuses also on capacity building for the central government to improve the execution of its core functions of policy formulation, provision of a responsive regulatory framework, quality assurance, and improved monitoring and evaluation.

This Plan aims to provide guidance and regulation to the growth and sustainable development of higher learning institutions in Tanzania.

This document constitutes the proposed Technical and Vocational Education and Training Development Programme (TVETDP), which is aimed at providing efficient and effective TVET sub-sector strategies and implementation mechanisms for achieving the desired impact.

The Education Management Information System (EMIS) Development Plan aims at developing the capacities in the Ministry of Education and Culture (MOEC) to make it more efficient in executing its core functions of policy formulation, monitoring and evaluation, standards-setting, providing regulatory frameworks, coordination and optimization of resource use through improved access to and use of EMIS at all levels of education.

This programme was designed by the government to transform the education sector into an efficient, effective, and outcome-based sector.

The National Strategy for Growth and Reduction of Poverty (NSGRP) is a second national organizing framework for putting the focus on poverty reduction high on the country’s development agenda. The NSGRP is informed by the aspirations of Tanzania’s Development Vision (Vision 2025) for high and shared growth, high-quality livelihood, peace, stability and unity, good governance, high-quality education and international competitiveness.

This Plan focuses on ensuring equitable access to education and training for all, including the most disadvantaged. Progress towards achieving all of the targets will be tracked through a rigorous Monitoring and Evaluation Framework, which is a separate document annexed to this plan, and this will disaggregate results by gender and by geographical location, as well as having a particular focus on disadvantaged groups such as orphans and vulnerable children, and children and adults with learning disabilities including physical disabilities.

An Act to provide for the establishment of the Council to regulate the conduct of and registration of environmental health practitioners and to provide for related matters.

An Act to make provision for the enfranchisement of certain lands held under Customary Land Tenure, to provide for the grant of such lands to the tenants and to repeal the Nyarubanja Tenure (Enfranchisement) Act, 1965.

An Act to establish the Tanzania Communications Regulatory Authority for regulation of telecommunications, broadcasting, postal services; to provide for allocation and management of radio spectrum, covering electronic technologies and other Information and Communication Technologies (ICT) applications and to provide for its operation in place of former authorities and related matters.

An Act to provide for the issuance, control and cancellation of passports and travel documents and to provide for other related matters.

This Framework aims to encourage actors in the health sector to develop innovative approaches for quality improvement, to implement them and to pool experiences as a basis for identifying lessons and best practices.
