This plan of action addresses the nine areas of the national gender policy and sessional Paper No. 2 of 2006 on gender equality and development: removal of impediments to equal access to economic and employment opportunities for men and women; poverty eradication and promotion of sustainable livelihoods; legal reforms to guarantee Kenyan men and women equality before the law, as provided for in the constitution and under the obligations of the Kenyan State in international law etc. The document is divided into five chapters. Chapter one introduces gender mainstreaming, which traces the historical journey of gender and gender mainstreaming concepts in development to bring out the policy imperatives on which the plan of action is based. This chapter also highlights the implementation status of policies, challenges, and the justification of the plan of action. Chapter two indicates the structures for implementing the Plan of Action. Chapter three presents briefs on the implementation strategies. Chapter four summarizes proposed activities, indicators, and implementation schedules with a detailed work plan in a log frame. Chapter five gives a brief on the monitoring & evaluation system to be followed as the implementation process occurs.

The plan sets out Kenya’s national circumstances, focusing on current and future climate trends, and describes the country’s vulnerability to climate change. It also elaborates institutional arrangements, including monitoring and evaluation processes. Priority actions are identified in 20 planning sectors for the short, medium and long term. This builds on the premise that all the socioeconomic sectors are vulnerable to climate change impacts, although the manifestation of these impacts may vary from one sector to the other.

In response to the challenges and opportunities posed by climate change, Kenya has developed this national climate change response strategy. the vision of the Strategy is for a prosperous and climate change resilient Kenya. The mission is to strengthen and focus nationwide actions towards climate change adaptation and GHG emission mitigation. This will be achieved by ensuring commitment and engagement of all stakeholders while taking into account the vulnerable nature of Kenya’s natural resources and society. The objectives are to: enhance understanding of the global climate change regime: the negotiation process, international agreements, policies and processes and most importantly the positions Kenya needs to take in order to maximize beneficial effects of climate change; assess the evidence and impacts of climate change in Kenya, and recommend robust adaptation and mitigation measures needed to minimize risks associated with climate change while maximizing opportunities.

This policy has an overarching goal is to ensure that all Kenyans live in dignity and exploit their human capabilities for their own social and economic development. To attain this, the following broad policy objectives will be pursued: protecting individuals and households from the impact of adverse shocks to their consumption that is capable of pushing them into poverty or into deeper poverty , supporting individuals and households to manage these shocks in ways that do not trap them in poverty by reducing their exclusion and strengthening their ability to graduate from social assistance and to become financially self-sufficient etc.

The master plan defines intervention areas as any existing degraded environment that requires remedial action. From the analysis of the status of the waters catchments in Kenya, key outputs have been detailed in the work plan for the sustainable management of water catchment areas within the framework of the National Water Catchment Conservation Programme (NWCCP). These include a. improved partnerships and participation of stakeholders in the management of water catchment areas; strengthened capacity of communities to implement WCA programmes.

The vision of this framework is a vibrant and well-coordinated genetic resources conservation agenda, servicing food security, climate change resilience and economic prosperity initiatives. It hopes to harness, conserve and promote greater and sustainable use of genetic resources for increased food security, resilience of agricultural production systems, improved health and socio-economic advancement within the context of climate change.

This is a parliamentary Act that makes provision for the control of trading in goods the importation of which is prohibited or subject to licence and for matters incidental thereto and connected therewith. No person shall trade-in or have in his possession for trade any goods which are the subject of, or are substantial of the same description as goods which are the subject of, an Order under the East African Customs Management Act, (No. 12 of 1952) of the High Commission prohibiting the importation thereof into Kenya, whether or not such goods were imported before the commencement of the order.
