Capacity Building Strategy For Agriculture Sector

This strategy targets staff and stakeholders in the agriculture sector by focusing on development of skills, knowledge and competences in technical, policy and legislation. It provides guidance on sector institutional requirements for efficient and effective delivery of services. The regulations define functions of the agriculture and food authority established under section 3 of the agriculture and food authority act, 2013.

These regulations shall not apply to quantities not exceeding two kilograms for own personal consumption, to resale by persons who purchased from a person who has been granted a licence, and to employees of persons who have been granted a licence. These regulations emphasize that every tea packer shall apply for a registration and shall be required to register with the tea board of Kenya in the prescribed manner. every packer shall deliver to the board a monthly return stating the tea packed in the previous month and the source of such tea. Packing of tea in contravention of this rule is declared an offence which may bring about imprisonment.

Contraventions of the above-stated rules, obstruction of persons acting in pursuance of these Regulations or the withholding of information are declared offences. Tea belonging to convicted persons shall be confiscated and authorized officers are given extensive investigative powers.
