Micro, small, and medium enterprises (MSMEs) are very important to the health of economies globally. The government of Ethiopia acknowledges the role MSMEs could play in contributing to the long term vision of attaining middle-income status by 2025. This strategy highlights plans to ensure the creation of an enabling environment for existing and aspiring entrepreneurs, including the youth and women in Ethiopia.

This regulation is issued by the council of ministers under Article 5 of the definition of powers and duties of the executive organs of the Federal Democratic Republic of Ethiopia proclamation no. 691 and Article 39 of the investment proclamation no. 769.
