The 2019 Infrastructure Investment Plan is a step-change in the Government’s approach to the planning and delivery of infrastructure, with ambitions of gradually increasing the share of the capital budget to above 20%, whilst also exploring other innovative financial tools from the market, including Public-Private Partnership arrangements.

The budget, with the theme “Austerity for Prosperity”, aims to achieve a macro-fiscal stabilisation for ‘Triple S Growth’ (Strong, Sustainable and Shared). Its growth drivers include food security and protection, human capital development, private sector-led growth, institutions and governance, and peace and security.

The primary objective of the 2019 Budget is to stabilise the economy by targeting the fiscal and current account twin deficits which have become major sources of overall economic vulnerabilities including inflation, sharp rise in indebtedness, accumulation of arrears and foreign currency shortages.

The 2019 Budget Strategy Paper (BSP) presents proposals on key policies and priorities, with a view of facilitating discussions and preparations of the 2019 National Budget and the Medium Term up to 2021.

The 2020 budget prioritises the following areas: productivity and growth; jobs creation; competitiveness; promotion of more sustainable and inclusive development; and export diversification and import substitution.

The National Nutrition Strategy emphasizes prevention of malnutrition especially focusing on addressing stunting during the first 1,000 days of life together with a broader mandate to address malnutrition problems affecting the other age-groups of children (2 years and above), adolescents and adults, both females and males, rural and urban, poor and wealthy.

This is the outcome of the meeting of Zimbabwe Parliamentarians Against HIV and AIDS, representing more than 45 constituencies in Victoria Falls on the 20th and 21st of May 2011.

The policy provides the framework in which the clothing industry employers, employees and their representatives should formulate HIV and AIDS policies at enterprise level, as well as design, implement, monitor, and evaluate practical and proactive HIV and AIDS policies and programmes at the workplace.

This National policy on HIV/AIDS has been developed in order to promote and guide present and future responses to AIDS in Zimbabwe.

An Act to establish the National Biotechnology Authority whose function shall be to support and manage biotechnology research, development and application; to provide for the constitution of a board of the Authority; to provide for the establishment of the National Biotechnology Fund for the development of the products of biotechnology; to provide for the fixing of standards of quality and other matters relating to products of biotechnology produced in Zimbabwe; and to provide for matters connected with or incidental to the foregoing.

An Act to provide for the registration of plant breeders rights in respect of certain varieties of plants and the protection of the rights of persons who are registered as the holders of such rights; and to provide for matters incidental to or connected with the foregoing.

An Act to provide for the registration of sellers of seed and seed testing laboratories; to regulate the importation, exportation and sale of seed; to provide for the testing, certification and inspection of seed; and to provide for other related matters.

This is a Nationally Determined Contribution (INDC) submitted to the United Nations Framework Convention by the government of Zimbabwe on Climate Change (UNFCCC).

An Act to provide for the registration of fertilizers, farm feeds, sterilizing plants and certain remedies; to regulate and restrict the importation and sale of fertilizers, farm feeds and certain remedies, and substances of animal origin intended for the manufacture of fertilizers or farm feeds; and to provide for matters incidental to the foregoing.

An Act to provide for the control and regulation of the tobacco industry in Zimbabwe, the promotion of the export of tobacco from Zimbabwe and the imposition of a levy on tobacco grown or sold in Zimbabwe; to control the use of agricultural remedies on tobacco and tobacco plants or lands. It also provides for the establishment of the Tobacco Industry and Marketing Board and prescribes its functions and powers.

An Act to provide for the control of locusts.

An Act to provide for the establishment and use of a national mark in relation to the marketing of specified types of fruit grown in Zimbabwe. It prescribes the requisite standards and requirements for the export of specified types of fruit grown in Zimbabwe, and for related matters.

An Act to provide for the functions, powers and administration of the Meteorological Services Department. It serves as the legal framework for levying commercial rates on the basis.

An Act to establish a civil protection organization and provide for the operation of civil protection services in times of disaster; to provide for the establishment of a fund to finance civil protection, and to provide for related matters.

This Act empowers the President to make regulations dealing with situations that require to be dealt with as a matter of urgency.
