The agreement for the establishment of the river basin was entered into by the governments of the Republic of Rwanda, the Republic of Burundi, and the United Republic of Tanzania. The agreement is borne out of the desire to further strengthen the existing cooperation between the countries, and the commitment to develop potentials in hydropower, fishing, mining, agriculture, tourism, and industries.
