These rules establish settlement schemes known as sugar settlement schemes specified in the first column of the first schedule comprising the area described in the second column of the same schedule. It emphasizes that no person may reside in, carries on business in, or occupies any part of a scheme or grazes any stock thereon unless he is the holder of a valid licence or a letter of allotment granted to him by the commissioner of lands or is the authorized dependent of that licensee or letter of allotment holder.
