The government of Rwanda recognizes the extreme difficulty it faces in the expansion of lands for farming, to improve productivity. It is subsequently exploring other means to drive the country’s agricultural productivity. Consolidation is one of such means and it attempts to organize farmers to cultivate priority crops in a synchronized way without effect on their land-use rights. Optional consolidation allows farmers in the scheme to enjoy access to inputs at subsidized rates and other production benefits. This report, therefore, aims to assess the impact, progress, and challenges of the consolidation scheme.
