The Maritime Security Act applies to ships on international voyages: passenger ships, cargo ships, pleasure craft, mobile offshore drilling units off Ghanaian waters, and port facilities within the country. The provisions of the act do not however apply to warships owned by Ghana, ships designated for law enforcement, and ports under the control of the Ghana Armed Forces.
