These regulations provide for a legal, institutional and regulatory framework to effectively and efficiently carry out the objectives of regulating public-private partnerships (PPP) projects under the Infrastructure Concession Regulatory Commission Act. These regulations also govern the procurement process for PPP projects that are subject to the Act and applies to state and local government PPP projects that require a financial contribution or contingent support from the federal government.
