This master plan aims to develop the value chain of the livestock industry, specifically the milk chain. Rwanda is being faced with difficulties related to its landlocked status, it’s very high population density, and the difficulty associated with increasing land allocation for agriculture. The government, therefore, feels the need to decrease the number of farmers by improving the value chain and moving them up to secondary and tertiary levels of production. It hopes to achieve this by focusing on improving the current crop of livestock qualitatively, provision of adequate veterinary services, and effective human development.
