This policy formulated to achieve an ICT driven Kenyan society is guided by four principles: infrastructure development, human resource development, stakeholder participation and appropriate policy & regulatory framework. This document outlines the challenges of ICT in national development, it also sets out the numerous policy objectives for: information technology, broadcasting, telecommunications, postal services, radio frequency spectrum, universal access, and institutional framework for policy implementation.
