The National Veterinary Institute is established by the council of ministers, as a public enterprise. It shall be governed by the Public Enterprise Proclamation of 1992. The Government shall designate a body to supervise the Institute. The purposes of the Institute shall centre around the production of vaccines, veterinary drugs, biologicals, and reagents and to sell such products locally and abroad.
