These regulations shall govern the supply of electric power to eligible customers as may be declared by the minister from time to time in line with section 27 of the act. Its objectives are to provide standard rules to facilitate competition in the supply of electricity, promote the rapid expansion of generation capacity and opportunity for improvement in quality of supply, encourage third-party access to transmission and distribution infrastructure as a precursor to full retail competition in the Nigerian electricity market, allow licensed generation companies yet to be contracted to access customers that are limited to service, thus improving the financial liquidity of the electricity industry and enhancing the stability and operational efficiency of generation companies arising from the flatter load profiles of eligible customers and possibly lower technical losses, depending on the required network interconnection.
