The Act pushes to correct the system of government in South Africa prior to April 1994; the secretive and unresponsive culture in public and private bodies that led to abuse of power and infringement on human rights. The Act gives effect to the constitutional right of access to any information held by the state and any information that is held by another person and that is required for the exercise or protection of any rights. It hopes to foster a new culture of transparency and accountability in the society, and to promote effective access to information for the populace.
