The authorization applies to all land and water resources in South Africa. The authorizations are under the national water act of 1998. According to the act, “a person may only use water without a licence if the water use is permissible under the schedules, or if the water use is permissible as a continuation of an existing lawful use, or if that water use is permissible in terms of a general authorisation issued under section 39 of the national water act”. The authorizations do not affect the provisions of the national water act.
