The impact of SMEs on the economy of a country cannot be overemphasized. They serve as the backbone of economies in the world due to their contributions to employment and the economy as a whole. The government of Rwanda, in its vision, to attain middle-income status recognizes the need to coordinate the affairs of SMEs in the country. This policy, therefore, seeks to unlock the potential inherent in SMEs to make them more competitive with the ultimate goal of improving their contributions to national development.
