The SMART Rwanda masterplan is to serve as the backbone for the transformation agenda of the government. It sets out as a guide in the country’s quest for transformation of the society through “efficient processes, systems, and infrastructure”. It ultimately seeks to deliver the following dividends upon expiration; 24-hour self-service government by 2018, cashless and paperless government, significant contribution to the country’s GDP, creation of jobs through direct investment based on the masterplan, etc.
