This master plan is in line with the national constitution, Kenya vision 2030, jubilee manifesto, technology and innovation Act 2013, Technical industrial training Act 2013 and universities Act 2012. This master plan has three foundations and three pillars: The first foundation is information and communications technology, human capital and workforce development; the second is the integrated information and communications technology infrastructure; the third is the integrated information infrastructure. The three pillars are e-government services, information and communications technology as driver of industry and developing information and communications technology businesses.
