The purpose of these Regulations is to prescribe the procedure and requirements for
water use licence applications and appeals as contemplated in the sections of the national water act of 1998. A water use licence application, after submission to the responsible authority, shall be considered and finalized within 144 days from the date of acceptance of the technical report on water use licence.

The application of the norms and standards apply uniformly nationally and in all provinces, and to all stakeholders wishing to develop a BMP-S. The norms and standards provide a national approach and minimum standards for the development of biodiversity management plans for species.

The control measures aim to prevent the spreading of avian influenza disease from the entire Western Cape Province. It prohibits the export of ostriches, ostrich products, and ostrich genetic materials from the Western Cape Province, except on authority of a permit.

The statutory measure applies to cotton. It pushes to compel stakeholders of cotton to register with cotton South Africa. It sees registration as a means to ensure availability of information to all players in the industry, to enable them make informed decisions. The measure lists out the parties mandated to register, and the registration process. Cotton South Africa is appointed as an administrator of the statutory measure.

These Regulations bans the sale of avocados produced in, or imported into South Africa and placed on the domestic market, that do not meet quality standards as prescribed by these Regulations. It also spells out imported fresh fruits that may be exempted from the provisions of the regulations. The regulations specify classes and standards, parking and marking requirements guiding the sale of avocados in South Africa.

The control measures aim to prevent the spreading of classical swine fever (European Swine Fever or Hog Cholera) from the entire Eastern Cape Province. It prohibits the export of pigs, wild pigs, bushpigs and warthogs, as well as any of their products and genetic materials from the Eastern Cape Province, except on authority of a permit.

The notice substitutes table 1 on fees payable” in the Regulations.”””

The notice extends the application of provisions of the interim protection of informal land rights act of 1996.

It is expressly stated that no person shall export citrus fruits from the Republic of South Africa unless the executive officer has approved quantities for that purpose. It pushes to compel market players of maize and wheaten products to keep records and report returns to South Africa Grain Information Services (SAGIS). It sees this as a means to ensure the availability of information to all players in the industry, to enable them to make informed decisions. The measure lists out the records and returns to be kept and submitted. SAGIS is appointed as an administrator of the statutory measure.

The statutory measure compels milk producers in South Africa to register with the milk producers’ organization. The registration will aid in liaising on legislation, training, and technology transfer. The statutory measure applies to milk, and will be administered by the milk producers’ organization.

It is stated that an application for coastal waters discharge permit shall be made to the minister, fully signed by relevant persons, accompanied by proof of payment of application fee, and to be accompanied by all supporting documents. It is also specified, the necessary information for assessment of applications.

The amendment takes the form of insertions and redefinitions for textual correctness and clarity.

The protocol is based on sections of the treaty of the SADC enjoining member states to cooperate to foster regional development. Regulation 4 of the regulations is amended by substitution for sub-regulation 1 inserted. The sub-regulation pertains to the handling of aggrieved persons and claims by the relevant authority.
