The rules apply to the ports of Richards Bay, Durban, East London, Ngqura, Port Elizabeth, Mossel Bay, Cape Town, Saldanha Bay and Port Nolloth and to any other port that has been determined to be a port in terms of the relevant sections of the national ports act of 2005. The rules aim to ensure proper management and control of these ports.

The control measures contain explicit prohibitions relating to; the occurrence and removal of certain pathogens and insects; keeping, planting, or cultivation of certain plants; removal of certain plants; keeping, planting, or cultivation of certain controlled goods; and packing or repacking of fruits.

The regulations are directed towards the protection and conservation of threatened species, including marine plants and animals; as well as prohibiting specific restricted activities involving listed threatened or protected species. The regulations operate under the biodiversity act of 2004.

Skills and assets acquisition should be identified as the core of the programme, other cooperative efforts in the financing, purchasing and production should also be encouraged as successful marketing rests on the type, quantity, quality and price of the product produced as explained in the trading strategy.

The main aim of the strategic and operational planning guidelines is to interpret principles on the development of government-wide and sector planning to define the roles of stakeholders. It further aims to ensure effective strategic planning processes that will improve service delivery within the department.

The norms and standards apply to species of rhinoceros that are listed as threatened or protected in the biodiversity act; they also apply, whether a hunt takes place on privately owned land or state land. It is expressly stated that: “No person shall import wood packaging material which does not comply with the measures of the FAO, IPPC — ISPM No 15 guidelines for regulating wood packaging material in International Trade”.

The statutory measure applies to cotton. It pushes to compel stakeholders of cotton to register with cotton South Africa. It sees registration as a means to ensure the availability of information to all players in the industry, to enable them to make informed decisions. The measure lists out the parties mandated to register, and the registration process. Cotton South Africa is appointed as an administrator of the statutory measure.

The Regulations pushes to prohibit fishing during the night on the estuary of the Breede River in order to provide further protection of linefish species. The penalties and offences are highlighted.

The regulations implement the provisions of the meat safety act of 2000. It lays out rules of slaughter, handling, hygiene, packing, inspection, transport and storage, import and export, as well as registration of players, among others.

An amendment to the rules of the national council of societies for the prevention of cruelty to animals; in relation to payments, sterilization of pets, and request for opinions and advice for permits.

The statutory measure aims to compel producers and exporters of the fruits, as well as people who act on their behalf, to keep records and report returns to the Agri-hub. Agri-hub serves as the administrator of the measure. The measure hopes to create a level playing field for players and stakeholders. Persons shall have options to register as producers, exporters, importers, retailers, processors, and municipal markets.

An amendment to Schedule 2 of the Maritime Zones Act of 1994 by substituting the grouped coordinates outlined in the act.

This represents an implementation of provisions in the animal identification act of 2002. The regulations include the registration of identification marks, application for alternative methods of identification, transfer of identification marks, registration of marking operators, impounding of animals and marking of animals.
