The Order determines requirements to be fulfilled by any person applying for the business license of agrochemicals. It highlights the requirements, submission procedures, and license withdrawal. It repeals all provisions not contained therein.

The Order determines modalities for sub-leasing of agriculture, livestock and forest land. The order is peculiar only to lands designated for agriculture, livestock, and forest activities.

The Law repeals the Law of 2010 establishing Rwanda Energy, Water and Sanitation Authority (EWSA) and determining its responsibilities, organization and functioning. The law transfers all responsibilities, properties (movable and immovable), claims, and debts to; the energy company, and the water and sanitation company.

The Prime Minister’s order determines the organizational structure and summary of job positions of the Rwanda agricultural board. The ministries of agriculture and natural resources, public service and labour, and finance and economic planning are charged with implementation.

“The law governs land use planning and development in Rwanda. The main objectives of land use planning and development in Rwanda are: to transparently identify, coordinate, supervise and implement land use planning land to all instances of administrative entities in Rwanda to achieve sustainable and equitable development in the social, economic and environmental fields for the benefit of present and future generations of Rwanda; establish fundamental principles to ensure that land use and development planning provides for the natural resource base to be protected and ensures an ecological balance between the ecological footprint of land use and land use and biodiversity”.

This represents the law authorising the ratification of the international treaty on plant genetic resources for food and agriculture signed in Rome on 3rd November 2001.

The Prime Minister’s order determines the mission, functions, organizational structure, and summary of job positions of the ministry of agriculture and animal resources. The Ministry of Agriculture and Animal Resources shall have the mission of ensuring national food security, drive agriculture export and diversification for benefit of farmers and the country. It shall prioritise the development of modern, efficient and competitive agriculture and livestock sector. The ministry is tasked with coordinating all policies, programs, and activities geared towards agricultural development.

The law governs the manufacturing, importing, distribution, use, storage, sale and disposal and burial of agrochemicals for the protection of human and animal health and the environment. This is in a bid to avoid injury and contamination which may result from their use. It addresses the need for appropriating licensing before the use of agrochemicals.

The Prime Minister’s order determines the list of chemicals and pollutants prohibited in the country. The prohibitions surround the sale, purchase, import, export, transit, storage, and piling of chemicals and pollutants listed

The NFNP strives to consolidate the achievements recorded in the areas of food security and nutrition in the country. It serves as an update on the National Nutrition Policy of 2007. The NFNP highlights and aims to address the gaps and changes in prevailing conditions since 2007. It understands the linkage and interrelation that exists between food security and nutrition and the need to significantly improve both.

The presidential order determines the functioning and powers of both the chief registrar and ordinary registrar of land titles. It defines a land registrar as a public officer who keeps and updates the land register; he/she can be the Chief Registrar of Land Titles or a Registrar of Land Titles.

The Prime Minister’s order stipulates that the national agricultural export development board (NAEB) shall be placed under the supervision of the ministry in charge of agriculture and animal resources in the country. It also charges the ministry of agriculture and animal resources with the implementation of this order. It repeals all prior provisions contrary to the ones stated therein.

“The Prime Minister orders that the Plot and building erected therein, located in BUTARE Cell, NGOMA Sector, HUYE District, SOUTHERN Province that was used by MINAGRI Laboratory at KARUBANDA be transferred from the State’s public property to the State’s private property”. The ministries of infrastructure, natural resources, and local government are charged with implementation.

The ministerial order details the issues crucial to the management and utilization of forests in Rwanda. The instructions contained therein relates to the preparation of a national forest management plan; management of private forests (usually not exceeding 2ha); modalities for harvesting in buffer zones of parks; and guidelines for establishing agroforestry tree species selection.

The law deals with the mortgage system. It details rights to a mortgage, paying off a mortgage, obligations, conditions, and powers under a mortgage, as well as miscellaneous, transitional and final provisions.

The Presidential order ratifies the agreement conserving the African-Eurasian migratory waterbirds. The Prime Minister, the ministers of natural resources and foreign affairs and cooperation are saddled with implementation.

The law ratifies the financing agreement signed in Kigali in Rwanda on July 24, 2013, between the Republic of Rwanda and the International Fund for Agricultural Development (FIDA). The agreement centres around the loan of five million one hundred thousand special drawing rights (5,100,000 SDR) and the donation of five million one hundred thousand special drawing rights (5,100,000 SDR) for the community management project of the Kirehe watersheds.

The Presidential order ratifies the general convention of cooperation for development between the kingdom of Belgium and the Republic of Rwanda signed at Kigali on the 18th day of May 2004. The ministers of finance and economic planning, and foreign affairs and cooperation are charged with implementation.

“The law regulates the negotiation of related basic products (agricultural, livestock, fishing, forestry, mining, energy and all other products made or processed from these products), related contracts, operators of the commodity exchange and related contracts and other related matters. In addition, it fixes the license to operate as a commodity exchange and related contracts and regulations”.

The order determines the organization and functioning of the Committee for the evaluation, approval and registration of plant varieties and their removal from the list. The order is in the application of the provisions of the relevant articles of law 05 of 2016 governing seeds and plant varieties in Rwanda.
