The contingency plan charts the course of action to be taken as part of efforts to mitigate, prepare for, respond to, and recover from droughts. The National Contingency Plan for Drought is a multi-sectoral plan to maximally reduce drought impacts via institutional coordination, enhance monitoring and early warning capabilities, water shortage impact assessments, and preparedness, response, and recovery programs. The plan identifies an integrated, regional approach to addressing drought and drought action levels.

The strategies contained in this document are charged towards mainstreaming climate resilience and low carbon development into the national plans of Rwanda; the vision 2020, and the economic development and poverty reduction strategy (EDPRS). It has a 2050 vision to achieve development in the country with low carbon emission and independence from oil for power generation.

The economic development and poverty reduction strategy of Rwanda represents the implementation framework towards achieving the key targets and objectives enshrined in the vision 2020, MDGs, and the seven-year government of Rwanda programme.

The country’s commitment to engaging in the international process of developing a climate change agreement. Five guiding pillars drive the implementation of the strategy: “Institutional Arrangements; Finance; Capacity Building and Knowledge Management; Technology, Innovation and Infrastructure; and Integrated Planning and Data Management”.

The policy acknowledges the important role played by forest resources in the livelihood of Rwandans. This reliance has led to the degradation of these resources over the years. It also points at recent benefits being enjoyed by the forestry sector as a result of political goodwill geared at developing the sector. This policy thus seeks to guide activities towards making the sector flourish further for sustainable benefits to all segments of the society. It prioritises driving active private sector participation.

A series of guidelines on selected high-risk clinical conditions in some speciality areas. It is targeted at professional healthcare managers to serve as a resource for delivering standardized health care at all levels across the country.

The third HSSP is a continuation of HSSP I and HSSP II. It hopes to consolidate the achievements of both plans in line with the government’s resolve to tackle the health challenges of the population. It addresses critical areas like maternal health and non-communicable diseases. It holistically covers every aspect of the health sector from prevention, treatment, and control of diseases, to general strengthening of the health sector

The ministerial order modifies and complements the 2011 order determining the procedures to obtaining a freehold land title. It repeals all prior provisions contrary to the ones contained therein.

The law organizes the method of occupation and construction on land intended for housing. Prominent among the provisions is; human settlements, habitation and settlement operations, construction of residential houses, and other transitional provisions.

The law determines the organization and management of aquaculture and fishing in Rwanda. It establishes the functioning of aquaculture and fisheries in; public and concession waters, waters stemming from natural ponds, canals and dams in private lands, and artificial ponds that are legally established with the necessary equipment. The law specifies sports, professional, and scientific types of fishing in Rwanda. The Rwanda animal resource development authority shall grant the right to fish in public waters.

The law specifies the use and management of water resources in the country. It delineates water resources into natural (natural streams and rivers, lakes, wetlands, springs, and aquifers) and artificial waters(works done to store water, fluvial and lakeside harbours, and navigation channels). It contains provisions addressing; management and use of water, protection of water resources, flood and drought management, administrative sanctions, offences, and penalties, and other transitional provisions.

“The law provides for the general principles governing general offences and penalties in Rwanda. It governs, among other things, the degradation or destruction of property belonging to others; the destruction or degradation of trees, crops and agricultural implements; removal or displacement of geodetic signals or landmarks; Removal, displacement or degradation of the terminals; abuse, injure or kill pets. The law also makes provisions for all genocidal offences against humanity committed between October 1990 and December 1994”.

The ministerial order addresses the modalities for land registration. It also provides for the establishment of a register of land titles, procedures for registration of land titles, and transfers of land titles. The order covers land categories specified in articles 11 through 18 of the Organic law of 2005 on the management and use of land in Rwanda.

The ministerial instructions define the types, sizes, and modalities for the exportation of mineral ore samples out of Rwanda. The instructions cover all mineral ore samples of metallic and non-metallic forms, industrial minerals and rocks, gems, and semi-precious stones.

The law determines the modalities and procedures for expropriation in the public interest. It defines expropriation as; “the taking of private property in the public interest aimed at development, social welfare, security and the territorial integrity”. It expressly states that expropriation shall be carried out only in the interest of the national citizens, and with prior and just compensation; no person shall hinder any expropriation process.

The law spells out the procedures for mining and quarry exploitation in Rwanda. It spells out activities relating to prospecting, searching, exploiting, purchasing, stocking, handling, transport and commercialisation of all substances and quarry products excluding hydrocarbons. It explicitly sets out its guiding principles and classifies quarries and mines as minerals or fossil substances found beneath or on the earth’s surface.

The law states that the primary responsibility of disaster management in Rwanda falls on the government. It has 16 distinct guiding principles for disaster management situations. The law places a premium on people with disabilities in the areas of relief and assistance services. It categorises disasters into 4; Category 1, relating to sector disaster, managed with sector resources; Category 2, relating to disasters occurring at the district level, and managed with district resources; Category 3, relating to disasters occurring at the district level, and managed with resources of the ministry in charge of disaster management; and Category 4, relating to disasters out of the reach of the country’s resources.

The order ascertains the modalities to be employed in testing for distinctness, uniformity, and stability of plant varieties. It sets out provisions on plant breeder’s rights, certificate of the grant, test for distinctness, stability, and uniformity, and information to applicants of plant variety protection.

The Agricultural sector has played a leading role in keeping unemployment levels low, providing means of livelihood for the people, as well as generally contributing to the economy. This national policy on agriculture focuses on improving food security, sustainable agriculture and nutrition in line with national and international goals.

The ministerial order regulates the collection, transportation, sale of milk in Rwanda. It accommodates provisions guiding milk collection centres, milk quality testing, application for, and issuance of milk transportation permit, requirements for vehicles permitted to transport milk, milk and milk products quality control inspection, and other transitional provisions.
