The order classifies the species of protected animals as; mammals, birds, and reptiles. It subsequently highlights all protected animal and plant species in Rwanda. It repeals all prior provisions contrary to the ones contained therein.

Attaining an inclusive, united, democratic, and prosperous country is one of the long term visions of Rwanda. It thus becomes important to ensure the women in the country are empowered towards the promotion of their socio-economic wellbeing and effective and unhindered political participation. The national gender policy sets out as a multisectoral government policy, providing the overarching principles to be integrated into the policies and guidelines of all actors, decision-makers, and stakeholders in the country. It seeks to incorporate gender issues into the country’s economic development and poverty reduction strategy (EDPRS), to ensure prompt attention is paid to the policy during implementation. The policy’s overall objective is to promote gender equality across all sectors in Rwanda.

The Prime Minister’s order determines the organizational structure and summary of job positions of the Rwanda natural resources authority. The ministries of public service and labour, natural resources, and finance and economic development are charged with the implementation of this order.

However, for research or experimental purposes, some importations exemptions of harmful organisms may be granted to specialized institutions by the Minister having environment in his/her attributions”. It gives the right to access, rules guiding importation and exportation of animals, measures taken when dealing with contaminated animals, and licensing issuance.

The Order determines the procedure for declaration, authorisation and concession for the utilization of water resources. The order covers domestic utilization of water; activities related to water resources subject to declaration and authorization; and activities related to concession granting in water resources and related requirements.

The ministerial order determines taxes applicable to mines and quarries. It covers mining activities related to prospecting license, exploration license, small mine extraction license, concession license, Commercial quarry extraction license, renewal of a license, transfer of a license, renting out a licence, and renunciation of a license. It also determines rental fees to be charged for areas where mining and quarry activities are carried out.

The law governs seeds and plant varieties in Rwanda. It explicitly lays out issues related to plant variety evaluation, certification, and registration, quality seed production, processing and marketing, importation and exportation of seeds, seed certification, protection of new plant varieties, protection of breeder’s rights, and other transitional provisions.

The order determines the rates, calculation methods and criteria for determining the compensation allocated to the victim of damage caused by animals encountered in National Parks or other protected areas, while he is in service or on a visit authorized by the necessary authorities. “It also covers victims of bodily injury or material damage caused by animals appearing on the list determined by decree of the Minister having the conservation of the National Parks in his attributions, met outside the Park or any other protected place”.

The order determines the functioning of the Steering Committee in charge of approval and oversight of public-private partnerships. The ministers of finance and economic planning, infrastructure, and the Chief Executive Officer of Rwanda Development Board are entrusted with the implementation of this Order.

This document identifies the important role played by the community health service in the overall development of the country’s health sector. It notes the challenges that need attention to ensure improved efficiency in discharging the sector’s mandate. This policy has been designed to complement other key government policies like the EDPRS, vision 2020, and international goals like the MDGs.

The Law determines the organisation, jurisdiction, competence and functioning of the Abunzi Committee. The law defines an Abunzi committee as an organ responsible for conciliating parties involved in disputes under its jurisdiction and based on the Rwandan traditions. The service of members of the Abunzi Committee is performed on a voluntary and non-remunerative basis. It states that there shall be established, an Abunzi committee at the cell level with jurisdiction over the cell, and an Abunzi committee of appeal at the sector level with jurisdiction over the sector.

The law relates to the organization and creation of condominiums and the setting up of procedures for their registration. It defines condominiums as a joint type of real estate ownership, where portions of the property are commonly owned and other portions are owned individually. The law covers the recognition of co-ownership, management and administration of a condominium; the relationship between owners under a condominium; and the registration of a condominium and its units.

The law establishes the Akagera national park and clearly defines its boundaries and buffer zones. The management of the park and its buffer zones is placed on the institution in charge of national park management in Rwanda.

The regulations apply to all stakeholders along the potable water chain, ranging from producers to distributors and water vendors. The purpose of this Regulation is to give a legal framework to ensure efficient water supply services provision. It also seeks to ensure that all processes involving review and decision making on licensing are as transparent and non-discriminatory as possible.

It states clearly that all rights of ownership and control on all lands in Rwanda are vested in the states, without recourse to any form of personal ownership.
