“The Prime Minister orders that the Plot and building erected therein, located in BUTARE Cell, NGOMA Sector, HUYE District, SOUTHERN Province that was used by MINAGRI Laboratory at KARUBANDA be transferred from the State’s public property to the State’s private property”. The ministries of infrastructure, natural resources, and local government are charged with implementation.

The ministerial order details the issues crucial to the management and utilization of forests in Rwanda. The instructions contained therein relates to the preparation of a national forest management plan; management of private forests (usually not exceeding 2ha); modalities for harvesting in buffer zones of parks; and guidelines for establishing agroforestry tree species selection.

The law ratifies the financing agreement signed in Kigali in Rwanda on July 24, 2013, between the Republic of Rwanda and the International Fund for Agricultural Development (FIDA). The agreement centres around the loan of five million one hundred thousand special drawing rights (5,100,000 SDR) and the donation of five million one hundred thousand special drawing rights (5,100,000 SDR) for the community management project of the Kirehe watersheds.

The Presidential order ratifies the general convention of cooperation for development between the kingdom of Belgium and the Republic of Rwanda signed at Kigali on the 18th day of May 2004. The ministers of finance and economic planning, and foreign affairs and cooperation are charged with implementation.

“The law regulates the negotiation of related basic products (agricultural, livestock, fishing, forestry, mining, energy and all other products made or processed from these products), related contracts, operators of the commodity exchange and related contracts and other related matters. In addition, it fixes the license to operate as a commodity exchange and related contracts and regulations”.

The order determines the organization and functioning of the Committee for the evaluation, approval and registration of plant varieties and their removal from the list. The order is in the application of the provisions of the relevant articles of law 05 of 2016 governing seeds and plant varieties in Rwanda.

The ministerial order determines the organization and functioning of the hydrographic basin committees. It addresses the composition of the committee at district and sector levels, nominations and removal of members, as well as management of the committee.

The regulations stipulate that buying and selling of minerals shall be subject to commercial registration. It sets out other stipulations surrounding the exportation of minerals, transportation, fraudulent importation, and running a mineral trade centre.

The fiscal laws and regulations highlight Rwanda’s value-added tax (VAT) on supplies of domestic and imported goods and services.

This plan details strategy directed towards improving healthcare as it relates to ear and hearing. It attests to the challenges associated with awareness, detection, and management of ear and hearing issues. Its objective is to improve healthcare access, affordability, quality and efficiency towards achieving universal health coverage.

The ministerial order empowers staff of the national forestry authority (NAFA) to act as judicial police officers. The members of staff empowered include: Director of forestry field programs, head of forest management service, legal officer, and members of staff in charge of forests in the district

The ministerial order highlights the immovable properties initially used by the Government of Rwanda, which consist of Lands and buildings erected in plots, and transferred from public State property to private State property. The ministries of infrastructure, natural resources, and local government are charged with implementation.

The law governs matrimonial property regimes, donations, and successions within a family and inheritances. The law stipulates that land ownership is transferred by inheritance like any other immovable property. The sharing of land property follows the same rules as those applicable to the sharing of other types of property. It However prohibits the subdivision of the land intended for agricultural and livestock activities.

The law establishes the Rwanda Development Board (RDB) and determines its mission, organization and functioning. The board enjoys legal personality and administrative and financial autonomy. It is charged, among others with; accelerating development activities and promoting private sector integration, promoting investments in the country, as well as exports to other countries, cooperate with other regional and international institutions with a similar mandate, and playing an advisory role to the government on activities to fast track development in Rwanda.

The ministerial order relates to the positioning of beehives, honey harvesting equipment, and the issuance of beekeeping certificates. The order relates to all beekeepers in Rwanda.

The law governs all mining and quarrying operations in Rwanda. It applies to the activities of exploration, mining, trading and processing of minerals and quarries. Its guiding principles include; Vesting of all rights of ownership and control of minerals or quarry products in, under or upon the state; Activities including mineral exploration, exploitation, processing and trading can only be carried out by a person who has been granted a licence under this Law.

The ministerial order establishes modalities guiding inspection of companies and activities polluting the environment. It states that officers competent to investigate environmental crimes shall conduct an inspection aimed at protecting the environment as provided for in articles contained therein.

The law applies to all forest types, all tree species, persons who process, possess and utilize forest products, and all issues related to sustainable management of forests and their resources. It clearly states that forests are owned by states, districts, and private persons. It subsequently categorises forests along the ownership lines. It sets out to highlight issues surrounding administrative sanctions, judicial policing, licenses, and forestry research and management.
