This plan was guided by Vision 2030 and its second medium-term plan, the constitution, the Agriculture Sector Development Strategy (ASDS) and other sector policy priorities to ensure a suitable environment for agricultural development food security due to an increase in production. The key objectives of this plan are to create an enabling environment for agriculture development, ensure increased productivity in the sector, enhance national food and nutrition security, and enhance the role of youth in agriculture.

In order to confer the benefits of VOIP to end users, the commission has adopted a regulatory framework that allows the use of IP based technologies like VOIP. The framework provides guidelines on the implementation & provision of VOIP services and also details on: definition of VOIP, technical implementation of VOIP and obligations to infrastructure & application service providers

The plan highlights the core values, mission and vision of information and communications technology authority, it presents the situation analysis; the strategy; strategic initiatives which details the projects, sub-projects & their project objectives and strategic implementation which shows financial implementation of each selected project and organizational structure.

To address the macro economic and social challenges and achieve transformation, this policy focuses on three areas of interest: (1) fostering interaction among different sector in the economy (2) Ensuring there are institutions and legal policy to power the national system of innovation (3) ensuring that goals are in alignment with vision 2030. This policy formulated to achieve an ICT driven Kenyan society is guided by four principles: infrastructure development, human resource development, stakeholder participation and appropriate policy & regulatory framework. This document outlines the challenges of ICT in national development, it also sets out the numerous policy objectives for: information technology, broadcasting, telecommunications, postal services, radio frequency spectrum, universal access, and institutional framework for policy implementation.

Kenya released the Forest Act (2005) to articulate reforms in the sector which included participatory forest management through the engagement of local communities, establishment of the Kenya Forest Service (KFS) and community forest association. This is a parliamentary Act to consolidate the laws relating to energy, to provide for National and County Government functions in relation to energy, to provide for the establishment, powers and functions of the energy sector entities; promotion of renewable energy; exploration, recovery and commercial utilization of geothermal energy; regulation of midstream and downstream petroleum and coal activities; regulation, production, supply and use of electricity and other energy forms.

The overall objective of this policy is to improve the development of data protection laws and facilitate statutory and regulatory compliance.

The guideline document aim is to achieve its set objectives by following these procedures: Application of the Procedures and Guidelines; Effective Date of the Procedures and Guidelines; Amendments to the Procedures and Guidelines; Commercial Agreements between Licensees on provision of Number Portability Services; Dispute Resolution: The regulation will be used to resolve dispute that arises from number portability services.

The guidelines cover the policy objectives, targets and strategies to achieve goals, market structure and liberalization and establishment of a policy advisory secretariat.

The objective of this regulatory framework is to provide guidelines for the control, planning, administration and management of the numbering while addressing network services, national plan and applications services. The regulations cover establishment of a national communication and numbering plan, administration and planning of numbering and communication addresses, compliance with numbering and address plan, communications numbering and electronic address plan, assignment of communications numbers and cancellation of assignments.

This regulatory framework identifies the procedures involved in delivery, acceptance, insurance of postage stamps, sales of stamps etc. It contains provision on issuance of certificates of posting, sale of postage stamps, illegal manufacture and unlawful use of postage stamps and postal licensees to make rules.

An Act to promote and develop the carriage and content of communications in an orderly manner as well as the establishment of a commission to regulate all forms of communications for the establishment of an appeals tribunal.
