The statutory measure sets out to enforce registration of specified parties with the South African Table Grape Industry (SATI), which is tasked with implementing the measure. Parties shall have the option to register as either a producer or an exporter, or both; for parties that both produce and export. The measure hopes to create a level playing field for players and stakeholders by ensuring access to accurate and timely information to guide their decision process. The measure applies to table grapes intended for export.

The Act pushes to correct the system of government in South Africa prior to April 1994; the secretive and unresponsive culture in public and private bodies that led to abuse of power and infringement on human rights. The Act gives effect to the constitutional right of access to any information held by the state and any information that is held by another person and that is required for the exercise or protection of any rights. It hopes to foster a new culture of transparency and accountability in the society, and to promote effective access to information for the populace.

The Act provides for a system that protects, and grants plant breeders’ rights as it relates to varieties of certain kinds of plants. It also makes provisions for the requirements which have to be complied with for the grant of such rights; for the protection of such rights and the grant of licences in respect of carrying out their operations.

The regulations and their amendments are under the plant improvement act of 1976. The amendment substitutes the “report of test, examination, or analysis of seed” table. Regulations related to viability, number of normal seedlings, and examination and sampling requirements are also amended.

The regulations prohibit the sale, manufacturing, and importation of any oils and fats in processed foods intended for human consumption that exceeds 2 gram per 100 grams of end product foodstuff. Trans fat contents per individual ingredient at the mixing bowl stage shall be kept on record for compliance purposes.

The Regulations specify the requirements that must be complied with to allow the sale of fresh vegetables in the country. It is stated that fresh vegetables before being placed on the market must be classified, packed, labelled and inspected as prescribed. The regulations exempt imported fresh vegetables from requirements regarding standards, grading and classification if they comply with the Codex Alimentarius, UNECE or OECD standards.

The purpose of these Regulations is to manage the procedures and criteria outlined in chapter 5 of the national environmental management act of 1998, for the submission, processing, consideration and decision of applications for environmental authorisation of activities.

The government acknowledges the position of sound nutrition as a basic human right and prerequisite for attaining full intellectual and physical potential. Nutrition is seen as the outcome of a developmental process and not services to be delivered. The roadmap highlights the manifestations of malnutrition prevalent in South Africa and possible underlying conditions. The five-year roadmap seeks to direct nutrition-related activities in the health sector to the achievement of the sector’s four focus areas: life expectancy; maternal and child mortality; HIV and AIDS and tuberculosis; and strengthened health systems.

The Act provides for the establishment of bodies corporate, to manage and regulate sections and common property in sectional titles schemes; and to establish a sectional titles schemes management advisory council. Bodies corporate is defined in relation to a building and the land in a sectional title scheme to mean the body corporate of that building; while a building is defined as a structure of a permanent nature erected or to be erected and which is shown on a sectional plan as part of a scheme.

These Regulations prohibit the importation, sale or manufacture of foodstuffs containing residues of defined chemical substances in excess of prescribed maximum limits. A sampling of pesticide residues in food shall be carried out in accordance with the latest edition of the Codex Alimentarius Standards.
