It is stated that an application shall be made by persons residing in the country or legal persons with registered office in the country; must be accompanied by the application fee and a veterinary inspection certificate, and must be accompanied by the facilities plan and order of operations.

This policy recognizes that traditional artisanal fishers were excluded from the long-term rights allocation process under the General Policy on the Allocation of Long-term Fishing Rights, 2005, and the effect that this had on Small Scale fishing communities. Therefore, it provides a mechanism for allocating fishing rights to small scale fishing communities and ensures equitable access to marine living resources for these communities.

Agricultural remedy is defined as chemical substances, biological remedies, mixtures, or combination of any such substance or remedy used for the destruction, control, repelling or prevention of any undesired virus, bacterium, alga, nematode, fungus, insect, plant, vertebrate, or invertebrate. The act allows for the valuation of properties specified in the sections of the act.
