The purpose of these Regulations is to prescribe the procedure and requirements for
water use licence applications and appeals as contemplated in the sections of the national water act of 1998. A water use licence application, after submission to the responsible authority, shall be considered and finalized within 144 days from the date of acceptance of the technical report on water use licence.

These Regulations bans the sale of avocados produced in, or imported into South Africa and placed on the domestic market, that do not meet quality standards as prescribed by these Regulations. It also spells out imported fresh fruits that may be exempted from the provisions of the regulations. The regulations specify classes and standards, parking and marking requirements guiding the sale of avocados in South Africa.

The control measures aim to prevent the spreading of classical swine fever (European Swine Fever or Hog Cholera) from the entire Eastern Cape Province. It prohibits the export of pigs, wild pigs, bushpigs and warthogs, as well as any of their products and genetic materials from the Eastern Cape Province, except on authority of a permit.

The amended regulations in the schedules are with respect to: redefinition of “management plan”, deletion of words for textual correctness, trade in specimens of protected species, and management for persons who own or control elephants.

The notice serves as an extension of the scope of the farm feed definition to include farm feeds which are prepared by/or prepared on behalf of any person in accordance with his directions for his own use.

An amendment of the Marketing of Agricultural Products Act, 1996. Among others, the provisions include: new procedure to be followed in the constitution of the National Agricultural Marketing Council and its committees; alteration of the manner in which levies are to be utilised; auditing of levies; and to make further provision for the liquidation of boards under the repealed marketing Act of 1968.

It is stated that an application for coastal waters discharge permit shall be made to the minister, fully signed by relevant persons, accompanied by proof of payment of application fee, and to be accompanied by all supporting documents. It is also specified, the necessary information for assessment of applications.

This document identifies six strategic goals and their strategic objectives to assist the department to contribute to the achievements of the medium-term strategic framework (MTSF) priorities to ultimately achieve the department’s mission. The statutory measure is subject to the marketing of agricultural products act of 1996. It applies to apples, pears, plums, peaches, nectarines and apricots intended for fresh domestic consumption, export and Import, and apples intended for processing of juice concentrate. The measure states that: “A person shall have a choice to register as either a producer, an importer, or as a processor. The regulations address issues surrounding continued education and training of para-veterinary professionals. Requirements for the continued professional development (CPD), quantity of the CPD, accreditation and monitoring of CPD activities, level of participation, system of point collection, and non-compliance issues are comprehensively discussed.

The notice serves as a delegation of power in regulation 6(1) of the bio-prospecting, access, and benefit sharing regulations. The powers are delegated to the Director-General of the department of environmental affairs.

Regulation 4 of the regulations is amended by substitution for sub-regulation 1 inserted. The sub-regulation pertains to the handling of aggrieved persons and claims by the relevant authority.
