It is expressly stated that no person shall export feed products from the Republic of South Africa, unless quantities have been approved by the executive officer for that purpose. It details application for approval of export, inspection guidelines and procedure, assessment of competence of testing laboratories involved in inspection, necessary fees, approvals and rejections, as well as appeal process. Goods exported in a consignment of less than 20kg, and goods taken in as provisions for consumption abroad a conveyance are exempted from the prohibitions of the schedules.

The statutory measure is subject to the marketing of agricultural products act of 1996. It applies to apples, pears, plums, peaches, nectarines and apricots intended for fresh domestic consumption, export and Import, and apples intended for processing of juice concentrate. The measure states that: “A person shall have a choice to register as either a producer, an importer, or as a processor. A person who is a producer as well as an importer and/or processor, must register as a producer and as an importer and/or processor”. The measure is administered by HORTGRO services, and it compels parties to keep records and render returns, to ensure a level playing field in the industry by way of access to information for a knowledge-based decision making.

An amendment to the expropriation act of 1975 that refines certain sections and expressions. It also allows for the charging and taxation of advocates’ fees before a compensation court.

The notice highlights the amended tariffs for services related to the genetically modified organisms act of 1997.

The regulations address issues surrounding continued education and training of para-veterinary professionals. Requirements for the continued professional development (CPD), quantity of the CPD, accreditation and monitoring of CPD activities, level of participation, system of point collection, and non-compliance issues are comprehensively discussed.

Regulation 4 of the regulations is amended by substitution for sub-regulation 1 inserted. The sub-regulation pertains to the handling of aggrieved persons and claims by the relevant authority.

The protocol is based on sections of the treaty of the SADC enjoining member states to cooperate to foster regional development. The community recognizes the importance of fisheries to the social and economic livelihood of the people, improvement of food security, and alleviation of poverty. The objective of the Protocol is to promote responsible and sustainable use of the living aquatic resources and aquatic ecosystems of interest to state parties, to promote economic opportunities and livelihoods in the region.

The amendment takes the form of insertions and redefinitions for textual correctness and clarity.

It is stated that an application for coastal waters discharge permit shall be made to the minister, fully signed by relevant persons, accompanied by proof of payment of application fee, and to be accompanied by all supporting documents. It is also specified, the necessary information for assessment of applications.

The regulations are subject to the national nuclear regulator act of 1999. They establish requirements for applications for nuclear installation site licenses. Applications shall be supported by a site safety report and an application fee. The contents of the site safety report, and factors to be considered when evaluating sites for nuclear installation are specified in the schedules of the regulations.

The notice requires persons to apply for water use license in terms of the sections of the national water act of 1988, for the purpose of compulsory licensing as regards the use of underground water as a water resource. It applies within the Tosca Molopo geographic area.

The notice of the minister is premised on the national water act of 1998 which states that; when called upon to register a water use, a person who uses water must heed the call. It specifies the water uses covered by the notice, exclusions, area of applicability, and registration forms.

The policy is meant to be read along with the 2013 general policy on the allocation and management of fishing rights. The minister delegates powers of fishing rights allocation to officials of the department of agriculture, forestry, and fisheries. The objectives of allocating fishing rights include: to broaden meaningful participation, to promote food security, and to facilitate the recovery of over-exploited fish species. The policy sets out the criteria guiding evaluation, allocation and management of fishing rights in the Hake Inshore Trawl (HIT) fishery; it is to serve as a guide for a delegated official.

Amendment of regulations 5 and 6 of the management of white shark cage diving regulations

The Act provides for the extension of the application of laws relating to agricultural matters to territories that form part of the national territory of the Republic of South Africa. The laws of the Republic of South Africa applicable in the affected territory are outlined in the schedules of the act; they include the Fencing Act of 1963, the Cooperatives Act of 1981, the Livestock Brands act of 1962, and the Agricultural Pests Act of 1983.

The regulations apply to South African ships, regardless of where they are, and to small vessels and ships while they are within the Republic of South Africa, the territorial waters, and the fishing zones defined in the territorial waters act of 1963.

The act establishes the water research commission and water research fund. It provides for the promotion of research in connection with water affairs. The water research commission shall coordinate and promote the occurrence, preservation, conservation, pollution, and reclamation of water supplies for agricultural, industrial, and urban purposes.

Amendment of categories A and B on the residue stockpiles or residue deposits of the waste management activities list.

The Act seeks to rationalise acts of parliament by the department of environmental affairs and tourism; it amends some acts, and it extends the application to other areas within South Africa.

This policy emphasizes that a forestry policy should recognize the important role of the industrial forest sector in South Africa. It seeks to inform decision making on the future direction of the forestry sector in South Africa.
