It contains a definition of services allowed to be executed by animal health technicians, and their principles of professional conduct. They also specify the procedures that may be performed on animals by animal health technicians without veterinary supervision.

The amendment makes changes related to persons required to keep records and returns reports, the specific records to be kept, and names and particulars of import and export mechanisms to be employed.
