The government recognises the importance of cultural tourism, as an avenue to share with the rest of the world, the cultural heritage of Rwanda. Being a young sector, the strategic plan seeks to address several latent challenges; “insufficient research and documentation on cultural heritage, lack of infrastructures for exhibitions of cultural heritage and cultural expressions, insufficient infrastructures facilitating access to historical and cultural sites, lack of coordination in data management, fast deterioration of sites due to unfavourable climate and human activity, and insufficient managerial and administrative skills of professionals”.

The guidelines contained in this document serve as a guide for the safe and efficient disposal and decommission of obsolete and unserviceable health equipment. It underlines the need for new health equipment as changes evolve. It also emphasizes the need to ensure disposal and decommissioning is done safely (both to humans and the environment), economically, and efficiently, in line with best practices.

The strategic plan highlights the important role played by sports and culture in the transformation of Rwandan communities. It connects with the national sports and culture framework in pursuing a high performing sports and culture sector.

Sports play a crucial role in Rwanda, through interactions, and fostering of social cohesion. It acknowledges the interventions of government in sports infrastructure and points out the need to do more. It prioritises grassroots development to ensure the sports sector fulfils its maximum socioeconomic and cultural potential.

The national culture heritage policy sets out to preserve, nurtured and protected as it serves as the distinct character of the Rwandan people. It attests to the importance of the Rwandan culture as a pool to source homegrown solutions to the myriad of problems and challenges that serve as a barrier to attaining its vision of a middle-income country

The national policy on library services aims to ensure the improved provision of library facilities and services, to maximize the potential of the libraries in society. It pushes to, among other things: strengthen available resources, provide literacy and reading culture promotion programs, facilitate private sector participation in the development of library services, and effective preservation of the Rwandan intellectual and cultural heritage.

The government of Rwanda deems it necessary to formulate the national agricultural extension strategy. The strategy is developed to ensure necessary breakthroughs in the efforts towards modernisation, development, and transformation of agriculture is promptly disseminated to farmers and producers in a professional and coordinated way. The strategy will complement the PSTA, the EDPRS, and the vision 2020.

This strategic plan pursues facilitating the implementation of the fourth Health sector strategic plan, HSSP IV. It focuses on pooling resources, sourcing for finance, and purchasing health services. It strives to ensure the goals and targets of the HSSP IV in conjunction with other crucial policies are attained by the set date.

The gender strategy in agriculture is in line with Rwanda’s Constitution of 2003, the Economic Development and Poverty Reduction Strategy (EDPRS), the National Gender Policy, and the Strategic Plan for the Transformation of Agriculture in Rwanda Phase II (PSTA-II). The strategy will ensure the integration of gender issues in the implementation of the PSTA II programs. It will also serve as a guide for the ministry of agriculture and animal resources on the need to be gender-sensitive in their discharge and implementation of programs and interventions.

The strategic plan on the environment sub-sector is the 5-year push to highlight the necessary key priorities and resources crucial to achieving the objectives and targets for the environment contained in the vision 2020 and the economic development and poverty reduction strategy (EDPRS). It serves to institutionalise the strategy of the Environment and Natural Resources (ENRSSP). Its objectives are pollution control and management, effective service delivery and environmental governance, integration of environmental principles in the core national policies, protection from effects of climate change and fostering productive functioning of ecosystems.

“The general objective of the National youth policy is to promote the youth economic, social, cultural, intellectual and moral welfare. This is to create conditions that are favourable for their integration in all sectors of the society, as they become stakeholders of sustainable development”.

The International Labour Organization (ILO) defines social security as “a set of public measures that a society provides for its members to protect them against economic and social distress that would be caused by the absence or substantial reduction of income from work as a result of various contingencies like sickness, maternity, employment injury, unemployment, invalidity, old age, death and health care”. The policy assesses the current situation of social security in Rwanda, to propose interventions at ameliorating the conditions of Rwandans arising from risks and uncertainties.

The policy rightly points out that the future development of a child and the quality of life heavily depends on good parenting, especially during the first months of life. The early childhood development policy thus seeks to provide a holistic framework to foster the integrated development of young children. The multi-sectoral approach pushes for healthy, well-nourished and safe Rwandan children capable of fulfilling their potentials.

The plan guides all actions channelled towards ameliorating the conditions of street children. It does not push for long term institutional care, as it seeks to promptly protect and reintegrate children into their families and/or communities, as well as prevent children from ending up on the streets. This relates to the rights of the child outlined in the 1989 International Convention ratified by Rwanda.

The adverse effects arising from the 1994 genocide, chronic poverty, and the threat of HIV threatens the fundamental right that ought to be enjoyed by various orphans and vulnerable children in Rwanda. The 4-year strategic plan works to integrate issues relating to orphans and vulnerable children into all national policies and implementation frameworks, to ensure children’s rights are realised today and in the future.

The 1994 genocidal activities against the Tutsis have destroyed the social fabrics of the Rwandan people, leaving children without the necessary family love and affection they need. Widows and orphans have also been forced to take on the role of household heads, usually played by parents and men. The government of Rwanda recognises the importance of family as a bedrock of sustainable development. The 4year strategic plan aims to continue promoting family as the basis of Rwanda society.

The program recognises the giant strides the government of Rwanda has attained in poverty reduction, building strong institutions, macroeconomic development, and social cohesion. It however points out the challenges regarding financial inclusion in the country, especially among youths and women. The program subsequently sets out to address this challenge by capacity building and training, in the line of financial literacy, and provision of financial access and enhancement opportunities.

Transformation of the country from an agriculture-based to a knowledge-based, driven by a sound Rwandan population is the vision of the government. The plan recognises that the first 3 years are the most important in the life of a child and seeks to propose interventions to aid children in becoming the best version of themselves.

This procedural manual represents the effort of the government of Rwanda to holistically regulate the activities of the health sector. It works towards coordinating both the financial and technical aspects of the delivery of health sector activities. It covers all policies and strategies that align with the set goals of the health sector including vision 2020, the EDPRS, the HSSP, among others.

The government of Rwanda has placed a premium, and shown commitment towards gender equality and building an inclusive society. It has ensured the integration and mainstreaming of gender issues into all relevant national policies, guidelines, strategies, and interventions. However, the Rwandan culture limits the extent to which females mingle in society, thus limiting their access to mentorship opportunities to improve their chances in life. The national strategy, therefore, seeks to bridge this gap by providing a clear pathway for the conduct of mentorship programs for young women and girls.
