The ministerial order focuses on the modalities of environment conservation in mining and quarry extraction. It details the structure and content of environmental impact assessment, environmental conservation plan, environment rehabilitation bond. The order clearly states that; “any person involved in prospecting, exploring, as well as mining and quarry extraction activities shall have the responsibilities to carry out his activities in a way that is not detrimental to the environment”.

This policy seeks to improve the provision and access to safe and quality medications for the Rwandan people.

The law governs the regulations surrounding the warehouse receipt system. The law states that the capital market authority of Rwanda shall be the organ to issue warehouse receipt operator’s license. Other provisions contained include; status, use, form, contents, duplicates, and seizure of a warehouse receipt; activities of a warehouse operator; information, inspection, and investigation, as well as administrative sanctions, offences, and penalties.

The Ministerial order addresses the determination of the information that should be contained on a quality seed label and container. It gives pointers on the criteria for placing seed varieties in categories, and the colours of labels for each category.

The establishment of the national seed association of Rwanda (NSAR) as a trade union for employers. The association is created as a means for shared interaction and information exchange within the seed industry, as well as representing the interest of the industry locally and internationally. The improvement of crop production through the development of the seed industry is also a key mission of the association.

The law determines the organization and functioning of the decentralized administrative entities. The decentralised administrative entities are; the City of Kigali, Districts, Sectors, Cells and Villages. The entities shall be governed by their respective Councils. The Ministry of local government shall monitor the functioning of the management organs of these entities. Of the entities, the city of Kigali and the districts shall have legal personalities of their own and shall enjoy financial and administrative autonomy.

The presidential order on the ratification of the Financing Agreement signed in Washington DC, United States of America on 11 October
2013, between the Republic of Rwanda and the International Development Association (IDA). The agreement centres on the loan of thirty-seven million eight hundred thousand Special Drawing Rights (SDR 37,800,000) and the grant of thirty-seven million eight hundred thousand Special Drawing Rights (SDR 37,800,000) for the Regional Rusumo Falls Hydroelectric Project.

The order determines the procedures necessary for declaration, authorization, and concession for the utilization of water. The Order applies on the following: domestic utilisation of water, activities related to water resources that are subject to declaration, activities related to water resources that are subject to authorisation, activities related to concession granting in water resources and related requirements.

The law addresses issues surrounding the importation of plants and plants product into the country. It determines criteria for plant health protection and provisions for tackling plant pests and diseases.

The law stipulates that land is a common heritage of the Rwandan people, without any form of discrimination; and the state has supreme power over land management in its territory. “The Law determines modalities of allocating, acquisition, transfer, use and management of land in Rwanda. It also establishes the principles applicable to rights recognised over all lands situated on Rwanda’s national territory and all rights united or incorporated with land, whether naturally or artificially.

The instructions set out state quarries along with their locations. The order allows state or state entities and other persons authorized by the state to explore and exploit state quarries. It repeals all prior instructions contradictory to the ones contained therein.

The Ministerial regulation is under several national and international orders and pacts on natural resources. It discusses among others, mine site inspections, permissions to import and export designated minerals, and application of regional certification mechanisms.

The rural electrification strategy is geared towards ensuring Rwanda’s rural households have unhindered access to electricity, at an effective cost. It aims to leverage four basic programmes; provision of basic solar systems as necessities, support of the private sector through the risk-based mitigating system, development of mini-grids in suitable locations, and the roll-out of the Electricity Access Rollout Programme (EARP). It broadly has an objective of attaining 70% access to electricity by 2017/2018, and 100% by 2020.

The law repeals the 2010 law establishing the Rwanda Natural Resources Authority (RNSA).

The presidential order ratified the loan agreement between the Republic of Rwanda and the African Development Fund (ADF) in Kigali.

Under the ministerial order 11 of 2010 determining the requirements for registration of trade unions, associations, and professional organizations; the Rwanda live animals and meat export organization is established for an unlimited period, as an employer’s professional organization. Its objectives are: promote live animals and meat export, support and collaborate with farmers in Rwanda, support in adding value to livestock products for export and build the capacity of members of the organization.

The ministerial order determines the modalities and requirements for the importation of a pest, plant, or plant product for scientific and research purposes. It also sets out to address modalities for inspection, prohibition, restriction, and importation of all elements that could lead to the spread of pests and diseases.

The Prime Minister’s order focuses on the organization and functioning of the disaster management organs in Rwanda, namely; National Disaster Management Committee (NADIMAC), National Disaster Management Technical Committee (NADIMATEC), District Disaster Management Committee (DIDIMAC), Sector Disaster Management Committee (SEDIMAC), and the National Platform for Disaster Management (NPDM).

The instructions border on fees paid for systematic land registration in Rwanda. It stipulates that fees shall be paid once for the first land registration process, and in two phases; at the time of adjudication and demarcation, and at the time of issuance of certificates. It also highlights the people exempted from paying the registration fee.

The law establishes the Rwanda water and forestry authority as a public institution with financial and administrative autonomy, and legal personality. The authority’s objectives range from the implementation of government policies, strategies, laws, and decisions as related to the management of water and forests, to advisory functions, and research and development purposes.
