“The Law applies to several public-private partnership arrangements, including management contract, whereby a Contracting Authority awards a partner the right to manage and perform a specific service concerning an infrastructure facility or other asset for an agreed period, and “Build-Operate-Own” “BOO”, whereby private partner finance, designs, constructs, owns and operates an infrastructure facility or other asset to provide services. The law however does not apply to; contracts subject to the law governing public procurement, and the privatization or divestiture of enterprises, assets and any infrastructure facility owned by the Government”.

Under the ministerial order 11 of 2010 determining the requirements for registration of trade unions, associations, and professional organizations; the Rwanda live animals and meat export organization is established for an unlimited period, as an employer’s professional organization. Its objectives are: promote live animals and meat export, support and collaborate with farmers in Rwanda, support in adding value to livestock products for export and build the capacity of members of the organization.

The ministerial order determines the modalities and requirements for the importation of a pest, plant, or plant product for scientific and research purposes. The instructions border on fees paid for systematic land registration in Rwanda. The 67th law of 2013 authorises the ratification of the agreement on the Nile river basin cooperative framework signed in Entebbe Uganda in 2010.

The law sets out to modify and complement mortgages, as contained in the 2009 law relating to the property of a matrimonial home, mortgagee’s remedies in case of default of payment, mortgage sale, and other transitional provisions.

The law establishes the Gushwati Mukura national park, chiefly highlighting its boundaries, buffer zones, global positioning system, and management of the park.

This strategy and investment plan are geared towards revolutionizing the poultry industry in Rwanda. The government of Rwanda is faced with challenges associated with the expansion of land available for agriculture. The challenges range from increasing population density to a lack of arable lands. This Law determines procedures for the acquisition, possession, carriage, manufacture, sale, storage and obtaining of arms. It details procedures on the acquisition of firearms and ammunition by civilians, conditions and restrictions, and registration and arm marking.

The Order serves water users in an irrigation scheme built on the public and private domains of the Government as well as schemes built on land that the Government has given out on lease. It serves all existing as well as all future schemes”. It details the powers and responsibilities of the association and the functional level on which they operate.”

This represents the ministerial order regarding the determination of actions to be taken when faced with unlawfully imported plants, plant products, and regulated articles. The actions include; confinement, holding, treatment, or destruction.

The law establishes the Rwanda food and medicines authority (RFMA). It determines its mission, organization, and functioning. The authority enjoys financial and administrative autonomy, as well as legal personality. The RFMA is charged with quality control and standardisation concerning food and pharmaceutical products.

The prime minister’s order determines the organization, functioning, and composition of the national water consultative commission. The commission shall be a consultative organ without legal personality, and without financial and administrative autonomy. The ministry of water resources is charged with implementation.

“Highlights of the instructions of the city of Kigali council relating to hygiene in the city. The instructions seek to; Promote hygiene and sanitation in the City of Kigali, set up fundamental principles relating to hygiene protection in all ways, promote the social welfare of the population of the City of Kigali taking into account the promotion of hygiene and prevention of diseases caused by poor hygiene, and sensitise the residents of the City of Kigali on hygiene-based sustainable development”.

The presidential order determines the management and use of land in Special Economic Zones (SEZ). The order applies to all land designated for the SEZ, and include; state land in the private domain, land in the public domain of local government, public institutions land, private individual land.

The Order aims at determining the length of land on shores of lakes and rivers affected in the public domain for environmental protection. It addresses land considered as public on lake and river shores, prohibitions on shores of lakes and rivers, and management of the lands. This is in a bid to safeguard and restore the shores of lakes and rivers.
