Amendment of the National Parks Act of 1976. There is a change of name of the board from “National Parks Board” to “South African National Parks”. The amendment also regulates the powers of the board, addresses forfeiture issues, and allows for cooperation with individuals and organizations to aid the board’s course.

An amendment of the statutory measures for records and returns as it pertains to maize and wheaten products

The act allows for the valuation of properties specified in the sections of the act. Among others, it provides for the valuation of properties identified for land reforms, it pushes to regulate and monitor valuation processes, and it provides for the establishment, functions and powers of the office of the Valuer-General.

The regulations and its amendments are under the plant improvement act of 1976. The amendment substitutes the fees payable table.

The statutory measure aims to compel breeders of day-old female parent broiler chickens and suppliers of packaging material for the packing of eggs to register with the levy administrator. The measure hopes to create a level playing field for players and stakeholders by ensuring access to accurate and timely information to guide their decision process. The measure applies to day-old female parent broiler chickens bred for commercial use, and eggs for commercial purposes.

These Regulations amend the Land Survey act of 1997. It inserts a new table of contents, and it mainly concerns “methods of measurement and survey, procedures for temporary and final approval of a survey by the Surveyor-General and connection of a survey to the National Co-ordinate System”.

The Regulations specify the requirements that must be complied with to allow the sale of fresh vegetables in the country. It is stated that fresh vegetables before being placed on the market must be classified, packed, labelled and inspected as prescribed. The regulations exempt imported fresh vegetables from requirements regarding standards, grading and classification if they comply with the Codex Alimentarius, UNECE or OECD standards.

The purpose of this policy is to facilitate a coordinated approach towards achieving an ecologically, socially and economically sustainable agricultural sector in South Africa that supports the government’s commitment towards poverty alleviation, food security and economic development. It emphasizes the creation of a prosperous agricultural sector while protecting the national biological and physical resource base, as well as enhancing human health and well-being.

The act establishes the national regulatory framework for the electricity supply industry. The national energy regulator is made the custodian and enforcer of the regulatory framework; the powers and duties of the custodian are outlined in detail. The act stipulates that licensing and registration are the tools for the regulation of generation, transmission, distribution, trading and the import and export of electricity.

The regulations are pursuant to the Foodstuffs, Cosmetics, and Disinfectants Act of 1972. Alcoholic beverage is defined as “any drink ordinarily consumed by humans or purporting to be suitable or manufactured or sold for human consumption with an ethyl alcohol content above 1ml per 100mI (one percent (1%) alcohol volume)”. Warnings against alcoholic beverages are highlighted in the annexure of the regulations, and it is specified that container labels must contain one of the health warnings in any of the South African official languages.

The notice extends the application of provisions of the interim protection of informal land rights act of 1996.

The categories of exemptions to the restrictions are outlined. The list is specified in a tabular format with details including; scientific and common names of threatened species, and specific restricted activities.

The prohibitions listed in the notice include collection, plucking, exportation, trade, importation, donation, and possession.

This framework is developed to pursue Broad-Based Black Economic Empowerment in support of a united and prosperous agricultural sector. The objectives of AgriBEE are to eliminate racial discrimination in the agricultural sector through implementing initiatives that mainstream Black South Africans in all levels of agricultural activity and enterprises along the entire agricultural value chain by promoting equitable access and participation of historically disadvantaged individuals in the entire agriculture value chain. In addition, it aims to manage existing and new agricultural enterprises by increasing their access to economic activities, infrastructure, and skills training and empowering rural and local communities to have access to agricultural economic activities, land, agricultural infrastructure, ownership, and skills.

The objective of this Plant Breeders’ Rights policy is to stimulate economic growth by providing an internationally recognized system for plant variety protection, ensuring the availability of plant varieties for South African agriculture, encouraging the participation of those previously excluded from economic activity by recognizing their informal systems of innovation and creativity and encouraging the sustainable use and conservation of plant genetic resources for food and agriculture.

The notice lists out the local authorities that are enforced within areas of jurisdiction

The EIMP follows the National Environmental Management act. The act requires all organs with the responsibility of managing the environment to prepare environmental implementation plans. The EIMP lays out ways by which the department of environmental affairs coordinates and harmonises the environmental policies, plans, programmes and decisions of the department in the exercise of its functions, to avoid ineffective resource allocation and use.

The policy is meant to be read along with the 2013 general policy on the allocation and management of fishing rights, the marine living resources act (MLRA), and other relevant sector policies. The policy sets out the criteria guiding evaluation, allocation and management of fishing rights in the horse mackerel fishery; it is to serve as a guide for a delegated official. It explicitly states that: “Only persons issued with permits in terms of the MLRA may harvest horse mackerel, transport horse mackerel catch from a landing site to the permitted fish processing establishment (FPE) and export horse mackerel catch and products.

The authorization applies to all land and water resources in South Africa. The authorizations are under the national water act of 1998. According to the act, “a person may only use water without a licence if the water use is permissible under the schedules, or if the water use is permissible as a continuation of an existing lawful use, or if that water use is permissible in terms of a general authorisation issued under section 39 of the National Water Act”. The authorizations do not affect the provisions of the national water act.

The regulations specify the qualification criteria and training for environmental management inspectors, mandates, issuance of identity cards, contents and period of validity of the identity cards, duties of departments, and compliance notice.
