This Order establishes criteria and modalities for the determination of allowances of public servants. It applies to allowances that constitute gross salary elements paid by the Government to support its employees.

The law applies to; the postal sector, broadcasting sector, information society, and electronic communications. The law seeks to establish a legal framework for ICT policies and regulations.

The law addresses issues bordering on: the prevention of cybercrimes, vis a vis obligations of the service provider; investigation of cybercrimes, the different forms of cyber offences and their relevant penalties; and other miscellaneous provisions. The law applies to all cybercrimes committed in Rwanda or outside Rwanda if they affect Rwanda.

The law establishes the Rwanda information society Authority (RISA) as a non-commercial public institution with a distinct legal personality and enjoying financial and administrative autonomy. Prominent among its objectives are; the implementation of national ICT policies and programs, embarking on programs that prioritise personnel development, and cooperation and collaboration with other national and international bodies with a similar mandate.

The national cyber security authority is established with financial and administrative autonomy. The authority is to be supervised by the office of the president of the Republic. “The mission of authority is to build skills and capacities in cyber security. This is to ensure the national integrity and security of the country is protected, to achieve economic and social development”.

The rights, obligations, organization, and functioning of the media in Rwanda is defined by this law. The law states that the media, contents, and conducts shall be regulated by both the media themselves, and the national utilities statutory regulator.

The framework of the policy sets out to provide digital literacy for all, build a digitally expert workforce, set up an IT elite corps, as well as coordinate all digital literacy interventions.

The national policy thus seeks to ensure that Rwandan cyberspace is as protected and resilient as possible. It establishes a framework for cyber security governance and coordination.

This strategy and investment plan are geared towards revolutionizing the meat industry in Rwanda. The drive to transition towards a knowledge-based economy cannot be sufficiently achieved in the absence of a sound broadband policy for Rwanda. The policy assesses the challenges faced by operators rolling out broadband services and sets out to address such issues. It aims to transition from infrastructure-based to service-based competition in the broadband market.

This policy represents the Rwandan government’s total commitment to transforming to an information-rich and based economy. It strives to ensure the citizens of Rwanda tap into the opportunities inherent in the information age, to reap the socio-economic benefits contained. The policy is geared towards achieving: the transformation of Rwanda into an IT nation, utilization of ICTs within all spheres of the society, improving the efficiency of public and civil service and improving personnel development capacities, among others.

The policy establishes a governance framework to harmonise all activities; it also embarks on sensitization and enlightens programs for all stakeholders, including parents and children.

The plan is a rallying point to guide the implementation of the national energy policy. It highlights needs critical to be met, including; cost-reflective tariffs, energy security, balancing of supply and demand of energy, and reduction in infrastructure financing cost.

The 2018-2024 strategic plan for the energy sector covers the areas of electricity, biomass, and petroleum. It presents an overview of the 3 areas and their plans. This phase of the strategic plan follows from the implementation of the energy targets in EDPRS II and sets the following objectives: improvement in stable supply of electricity, increase in petroleum reserves, street lighting, and balance of demand and supply of modern, energy-efficient technologies, among others.
